The Roving Monitoring Evaluation Accountability and Learning (R-MEAL) Officer will work together with the country offices within the LAC region to ensure the quality implementation of IsraAID programs in the region.
This position is set to be reviewed after the initial period and could potentially become a fully dedicated to the Colombia country office.
The R-MEAL Officer will be reporting to the Colombia CD and will work closely with IsraAID Regional Director to the Americas and the MEAL & Communication with Communities Coordinator.

Our mission is to efficiently support and meet the changing needs of populations as they strive to move from crisis to reconstruction / rehabilitation, and eventually, to sustainable living.
IsraAID HQ is based in Tel Aviv from which it offers support to all IsraAID missions around the world. Within the LAC region, IsraAID is working in four countries : Colombia, Guatemala, Dominica and The Bahamas implementing a range of projects in the sectors of education, psychosocial support, WASH, livelihoods, and community strengthening.
The R-MEAL will be working with the four CDs and country Heads of Programmes by assisting in the development of MEAL frameworks, M&E data collection tools, undertaking data analysis, facilitating internal learning processes and reporting on findings within prioritized projects implemented in these countries.
Strong focus will be placed on creating participatory feedback mechanisms targeting our beneficiaries and local partners, striving to increase our accountability toward the communities we serve.
ensure that donors’ MEAL requirements are met, ; ensure that MEAL activities in each of the four countries are coordinated and are in accordance with IsraAID’s global MEAL strategy and standards.
Development of MEAL plans, tools and methodologies.
To assist in the elaboration and refinement of Logical Frameworks and theories of change in prioritized projects
To assist in the creation of MEAL plans to measure and evaluate progress and effects of program implementation, detailing indicators and measures, selection of appropriate data collection tools, types of analysis, learning and reporting procedures.
To monitor and / or measure programmes’ progress and implementation in accordance with MEAL plans.
Work closely with the country director and country project teams, and in coordination with MEAL & CwC Coordinator, to design appropriate data collection tools and methodologies including KAP baseline and end line surveys, interview and focus groups’ protocols and others, and assist when necessary in translating these tools.
Contribute to the advancement of IsraAID’s organizational MEAL approach, procedures, methods and templates.
Data collection, analysis and reporting.
Undertake evaluation of programs through field visits, desk studies and other evaluation
methodologies.
Undertake data entering process and its analysis, for both quantitative and qualitative data collected,
Facilitate learning processes to identify gaps and needs and contribute to ongoing improvement of projects, while working closely and communicating results to programme teams and country management.
To carry out specific background research providing comprehensive and useful information for the design of new programmes.
Skills, Experience, and Requirements.
Bachelor’s degree required; Preference to a degree in social sciences, statistics, demographics, international development or related fields.
Minimum of four (4) years of experience working in the field of MEAL (including indicator selection, target setting, data collection and analysis, facilitating learning processes, reporting, database management, and developing M&E and performance monitoring plans)
Knowledge of the major evaluation types (process, impact etc.), methodologies (qualitative, quantitative, mixed method) and data collection and analysis methods.
Preference to experience and knowledge of participatory MEAL methods.
Ability to handle multiple tasks simultaneously in a fast-paced environment, and meet deadlines
Ability to synthesize complex information and communicate it effectively to diverse backgrounds and scenarios
Willingness and ability to travel independently and internationally
Computer proficiency in Windows environment (Microsoft Word, Excel, Access, PowerPoint); Strong preference to proficiency in quantitative and / or qualitative data analysis software (e.g. SPSS, SAS, Nvivo)
Ability to write clear and coherent assessment and M&E reports.
Ability to effectively represent the organization when liaising with other stakeholders.
Team player, collaborative and with the ability to work with people of diverse academic and cultural backgrounds.
High proficiency level in written and spoken English and Spanish (a must)
