Innovations for Poverty Action’s Colombia office and Right-Fit Evidence Unit are seeking a Senior Associate to join our team advising partners on how to develop and implement adaptive Monitoring and Evaluation (M&E).

The Senior Associate will primarily work on projects related to community strengthening and security in post-conflict areas of Colombia.

The location for the position would be the IPA Colombia’s main office in Bogota, with possibility for remote work within Colombia until the pandemic eases.

The Senior Associate will lead the M&E advisory portion of a larger engagement, and as such will be part of a broader team within IPA Colombia.

The Sr Associate will report to an RFE Engagement Manager based remotely, with additional oversight from the Bogota-based Research Manager and Country Director and will be required to have authorization to work in Colombia

Innovations for Poverty Action (IPA) is a global research and policy nonprofit that discovers and promotes effective solutions to global poverty problems.

As its core business, IPA brings together researchers and decision-makers to design, rigorously evaluate, and refine these solutions and their applications, ensuring that the evidence created is used to improve the lives of the world’s poor.

IPA has conducted hundreds of randomized evaluations across sectors, learning both whether programs work, and how they can work better.

Complementing this core business, the Right-Fit Evidence Unit at IPA was launched in 2018 with the goal of helping organizations build strong and tailored M&E systems, which balance the need for information on impact with operational data to support management decisions.

In close collaboration with IPA’s sector programs and country office teams worldwide, the unit provides consulting services to implementers, donors, and governments, with the goal of helping them figure out what reliable data and evidence to gather, how to do it in a cost-effective way, and how to make the promise of data-informed programmatic decisions a reality.

The Senior M&E Associate will be the primary in-country staff member delivering M&E technical support to enable data-driven design and iterative adaptation during the first two years of the program.

The Senior Associate will work closely with the implementing partners in the consortium to strengthen capacity in using collaborative, learning-oriented and adaptive M&E within the program interventions.

While a large proportion of their time will be dedicated to that main engagement during those two years, the Senior M&E Associate will also contribute to the development of new engagements for the unit, and is expected to be involved on other engagements as well during and beyond that period.


  • Facilitate partners to develop and / or strengthen develop theories of change (ToCs), identify and prioritize learning questions and develop detailed plans for Monitoring, Evaluation and Learning (MEL) through workshops and working sessions
  • Provide ongoing technical advice, coaching and training on the design of data collection methods, survey instruments, data management, analysis, and on how to integrate actual evidence use into management decisions and organizational routines.
  • Facilitating learning workshops to support partner organizations in taking stock and using the insights generated from their MEL activities
  • With technical oversight from an RFE engagement a manager and in collaboration with IPA Colombia research staff, play a lead role on the design and write up of independent process evaluations that may be requested from IPA
  • Contribute to the development of new RFE engagements, including taking part in scoping meetings, contributing to the design of methodologies, crafting concept notes or proposal documents
  • Qualifications

  • Bachelor’s degree in economics, public policy, social science, or a related field
  • 2-6 years of relevant work experience, including experience in M&E (public / nonprofit sector) or organizational performance (private sector)
  • Superior analytical, quantitative and conceptual thinking skills
  • Strong client facing and presentation skills, and ability to build relationships of trust with stakeholders at various levels
  • Ability to present information in a structured and insightful way, both in writing and orally
  • Self-starter, entrepreneurial mindset, versatility and willingness to learn
  • Experience working in developing countries
  • Proficiency in Excel for data management and analysis
  • Fluency in both Spanish and English
  • Passion for making data-driven decision making a reality in the development sector
  • Preferred additional qualifications

  • Master’s degree in economics, public policy, social science, or a related field
  • Experience in management consulting or other professional services
  • Demonstrated ability to coach and train others in statistics, data analysis or MEL methodologies
  • Familiarity with interventions related to the program areas listed above
  • Familiarity with the concepts surrounding the Theory of Change and the core tools of MEL (both quantitative and qualitative research methods)
  • Familiarity with SurveyCTO, Open Data Kit or similar survey software
  • Familiarity with Qualitative data analysis methods and software
  • Ability to use Stata, or similar statistical software
