General Summary

Panagora Group is a U.S. small business that providesmonitoring and evaluation services in the international development industryand currently implements the USAID / Colombia Monitoring, Evaluation and Learning(MEL) activity.

  • The MEL activity provides technical and advisory services toUSAID in the following components : (1) Monitoring; (2) Performance and ImpactAssessments;
  • 3) Research, Assessments, and Data Analysis; (4) GeographicInformation Services (GIS) and (5) Collaboration, Learning, and Adaptationtasks (CLA).

    The MEL activity is conducting a performance evaluation ofthe USAID’s Safe Steps activity. Safe Steps will implement an informational andeducational campaign in 44 municipalities throughout Colombia with the goal ofraising awareness of the risks of anti-personal mines and promoting safebehaviors so that people and communities, including educational and localgovernment institutions, can respond effectively to the problem.

    The evaluationapproach includes rolling baselines and performance evaluations. The firstbaseline will take place in the spring of 2021 with a performance evaluationafter program implementation a year later.

    The second baseline will beundertaken in the spring of 2022 and the corresponding performance evaluation ayear later in 2023.

    As part of the evaluation team, the MEL activity seeks aQuantitative specialist.


  • Support the Team Leader with thebaseline and performance evaluation including the design and construction ofindicators, data collection methods for quantitative information, and analysisplan.
  • Support sampling strategy and design of the instruments forthe primary data collection and training of data collectors.
  • Participate in the data collection from secondary sources.
  • Help oversee and ensure the quality of data collection forthe baseline and performance evaluation.
  • Perform the quantitative analysis for the final baseline andperformance evaluation reports.
  • Support the Team Leader in preparing reports, presentationsand answering comments for MEL Activity, USAID and the GDA members.

  • Requirements

  • Professional in economics, mathematics, statistics, socialsciences, and related fields.
  • Graduated degree in economics, statistics, or relatedfields.
  • A minimum of five years (5) of experience conductingquantitative research and analysis.
  • Experience and knowledge in designing quantitative datacollection tools and indicators.
  • Demonstrated experience working with information on socioeconomiccharacteristics, perceptions and access to social services highly desired.
  • Experience and knowledge of data analysis and datamanagement techniques.
  • Intermediate or advanced knowledge of written and spokenEnglish.
  • Experience with USAID evaluations preferred but notrequired.
