    Project Summary :

    The USAID / OTI Colombia Program seeks to address emerging factors of instability through support to the Government of Colombia (GOC) and communities for robust peace accord implementation, thus helping to demonstrate that an integrated, comprehensive approach to the conflict also provides solutions to some of the country's biggest problems to include rural insecurity and illicit economies.

    Implicit in this approach is support to the GOC in understanding the unique post- accord drivers of instability and support for piloting innovative solutions.

    The program will also focus on increasing the capacity and co-responsibility of both GOC and community actors for accord implementation.

    Please note : Only Colombian citizens are eligible for this position.

    Position Summary

    The Accountant is responsible for executing the expenses per appropriate accounting standards and procedures set by MSI, USAID, and ensures compliance with Colombian laws.

    This position helps monitor, analyze and operationalize the financial transactions through automated financial local and home office systems, assists in monthly reconciliation of bank, and helps maintain all petty cash transactions and advances, including preparation of primary documentation (disbursement and receipt slips, vouchers).

    The position is a fixed-term labor contract. The accountant will be based in the main office in Bogota and is part of the Finance Team

    Responsibilities

  • Responsible for the input of all accounting data, ensuring compliance with project expenditures.
  • Design and apply internal control mechanisms, including periodic accounting audits.
  • Support preparations of monthly financial reports for MSI Headquarters, in addition to any other financial reports that may be required.
  • Work closely with the external auditor and Finance Coordinator to review account balances and monthly financial reports.
  • Provide support on wire transfer request preparations with MSI Headquarters.
  • Ensure the payment of goods and services under contract for the program.
  • Prepare appropriate tax returns and any other information.
  • Review and verify invoices for the purchase of goods and services for the program.
  • Ensure that all financial transactions are up to date in the accounting system.
  • Perform monthly reconciliations of bank settlements.
  • Report and inform the Chief of Party / Deputy Chief of Party (COP / DCOP-O) of any inconsistencies encountered within the MSI accounting process.
  • Participate in the verification of quotes for acquisitions of the project, in conjunction with the DCOP-O.
  • Responsible for payments to Social Security and payroll in coordination with the HR Coordinator.
  • Ensure that scanned financial files are uploaded and updated on Egnyte.
  • Prepare and maintain updated information for audits.
  • Propose improvements in the accounting process and procedures for recording transactions per necessary.
  • Review and audits of petty cash - Regional debit cards.
  • Qualifications

  • Bachelor’s degree in Accounting is required.
  • Minimum two years of experience in accounting or related field on USAID-funded projects is required.
  • Strong organizational skills and ability to manage multiple competing priorities.
  • Attention to details and the capabilities to work well individually and within a team.
  • Ability to work effectively in fast paced environments.
  • Flexibility and high capacity to adapt to change.
  • Experience working in remote and complex areas.
  • Experience working with USAID programs is preferred.
  • Fluency in Spanish is required.
