Opportunity Abt Associates seeks a qualified Operations & Grants Manager for the anticipated USAID-funded Local Health System Sustainability (https : / / ) (LHSS) Colombia Activity.

This Activity will support the Government of Colombia (GOC)'s efforts to transition from a humanitarian crisis response to a financially sustainable integration of Venezuelan migrants into the health system.

  • The three main objectives of this activity are to assist the Ministry of Health of Colombia to : 1) strengthen governance and implementation capacity to respond to migrant and receptor communities' needs;
  • 2) sustainably finance the provision of health services for migrants and receptor communities; 3) increase access to high quality, appropriate health care services for migrants and receptor communities.

    Key roles and responsibilities Operations + Provide operational support and advice to the Director of Operations and Finance by managing the day-to-day operations activities of the project+ Serve as initial HR point of contact for project staff, escalating issues to director and HQ when the needed+ Serve as office timekeeper+ Coordinate the organization of local conferences, seminars, and meetings in concert with other project staff and the home office.

  • Negotiate hotel, transportation, and meal arrangements.+ Coordinate to oversee the local procurement of goods and services, including consulting agreements, Requests for Proposals or Quotes (RFP / Q) and vendor bid analysis and justification.
  • Assist in conducting a semiannual physical inventory review and record any losses or damaged furnishings or equipment+ Manage, receive and inspect deliveries, in accordance with the terms of the PO or subcontract agreement.
  • Grants Management + Manage and oversee the grants under contract (GUC) programs+ Provide administrative capacity building and training to grantees when necessary+ Ensure GUC program implementation aligns the project grants manual and associated USAID grant-making procedures and processes.

  • Oversees the grant request for application and / or grants program statement process+ Analyze grantee vouchers and / or financial reports for completeness and compliance+ Develop and maintain a project control system which tracks the status and progress of ongoing grant activities supported by the project+ Other duties as assigned.
  • Preferred Skills + Master's Degree and 7-8 years of work experience, or the equivalent com+ Prior experience operationally managing of at least one large multi-million US dollar contract funded by an international donor with USAID experience highly preferred+ Prior experience managing a USAID Grants under Contract program preferred+ Demonstrated skills in organizing, tracking, and monitoring resources and establishing priorities.

  • Demonstrated knowledge of Microsoft Office Suite+ Strong oral and written communication skills in Spanish, English proficiency preferred.
