Health, Safety & Environment Coordinator is part of the Regional HSE Department and will be responsible to support the Regional HSE Department Manager on planning, implementing and verifying the HSE Management System in accordance with the Corporate, statutory and customers’ requirements in the NSA Sector (Northern part of South America that includes Colombia, Ecuador, Trinidad, Venezuela and Guyana), all applicable laws, regulations, policies and RUC Management System.
Must support HSE internal and external audit processes.
The scope of the HSE Coordinator includes (but not limited to) developing local programs (such as ergonomics, emergency response plan, hazardous materials handling, preparing management review document, facilities and on-site HSE and 5S inspections, apply RUC requirements, ROSEN policies, etc.
provide local HSE training upon request, give proper documental support, improve personnel awareness in HSE including administration and operational activities in the workshop and on-site.
Support other areas to maintain the ROSEN facilities in good shape, and control the HSE information about suppliers and contractors.
The HSE Coordinator has the responsibility (and is obliged) to carry out all activities in accordance with the ROSEN Quality & HSE manual and ROSEN Quality & HSE Policy and guidelines.
Main responsibilities : (but not limited to)
Safeguarding that the HSE management system is in compliance with HSE policy, guidelines, applicable standards and instructions.
Supporting company management in fulfilling HSE management requirements. Providing expertise on specific HSE systems and / or standards.
Supporting department management in setting HSE objectives, goals and programs.
Supporting the company process for first, second and third party audits and certifications related to the HSE Management System.
Supporting the conduction of audits; leading RUC audits and all its preparation.
Moderating accident investigations based on ROSEN's root cause analysis process (on demand) and follow local regulations for reporting;
Giving proper support to other processes needing HSE requirements and verifying the management system is established, implemented and maintained;
Reporting to Regional HSE Management on the Sectorial performance of the HSE management system and any need for improvement;
Supporting the promotion of awareness and compliance of customer HSE requirements, regulatory and industry requirement, and ROSEN guidelines and procedures throughout the organization;
Supporting the administration of subcontractors and suppliers.
Supporting that appropriate HSE related communication processes are established within the organization;
Ensuring documents and records are maintained;
Be active part of the regional 5S Team;
Organizing and conducting HSE special events (e.g. HSE Journey, sports events) and similar.
A degree in higher professional education (bachelor degree in any Engineering field);
At least 5 years of working experience as HSE representative, which 3 years of experience in Oil and Gas industry, or Chemical industry;
Strong knowledge on Colombian occupational health, safety and environmental regulations and legislation;
Preferable) Internal Auditor ISO 9001, ISO 14001, ISO 45001;
Authorized by Colombian entities to provide services in occupational health and sign necessary legal documentation on this matter;
Minimum English level 80% or B2 level;
Person must be proactive and self-motivated;
Availability for national travels; some international travels might be required upon request and approval of Department management.
