The Regional Governance Activity (RGA) Program aims to improve sub-national governance in 40 municipalities and 9 departments affected by the conflict in Colombia.
RGA will work to improve the effective delivery of services to citizens and increase citizen participation in local government.
Municipal capacity to effectively deliver services to citizens plays a key role in building the legitimacy of the state at the local level.
Given that the lack of state legitimacy at this level contributes to conditions that foster or perpetuate conflict, increased legitimacy will contribute to minimizing conflict.
