Partners of the americasproject for equal access to quality jobs for women and girls in agriculture (equal)monitoring and evaluation (m&e) officer partners of the americas seeks qualified candidates for the position of m&e officer for a possible project funded by the united states department of labor (usdol) to reduce the risk of child labor, forced labor, and other violations of labor rights for vulnerable women and girls within the agricultural sector in colombia, specifically in the sugarcane sector (including unrefined brown sugar) and the cut flowers sector.
and 2) improve practices by government and private sector actors to reduce vulnerability of women and girls of legal working age to child labor, forced labor, and other violations of labor rights within the agricultural sector.
The m&e officer will be responsible for the design, development and application of the monitoring and evaluation system, responding to the requirements of the program and integrating the good practices that partners of the americas has in this area.
This professional will be responsible for obtaining information and analyzing the baseline, for applying the monitoring system, for obtaining the necessary information for the reports during the course of the project and for implementing the necessary instruments to identify the impact of the project.
Professional qualificationsâ ¢ minimum of five years of professional experience in a senior m&e position responsible for implementing m&e activities of international development projects.
Â ¢ proven success in designing, implementing, and operating project m&e systems from project initiation to closeout stages.
Â ¢ experience designing and managing gender-disaggregated beneficiary monitoring and database systems.Â ¢ bachelorâ s or masterâ s degree in statistics, demographics, public policy, international development, economics, or related field.
Masterâ s degree or bachelorâ s plus an advanced certificate in m&e, statistics, or economics preferred.Â ¢ experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing m&e and / performance monitoring plans.
Â ¢ knowledge of the major evaluation methodologies (e.G., Qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.
Â ¢ experience in planning and managing surveys and gender-related analysis.Â ¢ experience developing and refining data collection tools and analyzing data.
Â ¢ experience managing and providing ongoing training to m&e field officers and / or subgrantees.Â ¢ experience with data quality assessments and oversight.
Â ¢ understanding of gender mainstreaming and development of indicators of adolescent girlsâ and womenâ s economic empowerment is preferred.
Â ¢ ability to facilitate and serve as project liaison for externally-managed evaluations.Â ¢ fluency in english and spanish is required.
